Assessment Criteria of Pakistan Medical Commission (PMC) for all Medical and Dental Universities/Colleges/Institutions and Programs

PMC has grouped countries in two lists, Ukraine is in list II. It has grouped medical institutions depending upon their international accreditation status in three categories listed below.
The inclusion of an institution’s name in any one of these A, B or C categories simply shows its verification status and the lists are dynamic. The purpose of these categorized lists is to provide pathways to foreign medical graduates for obtaining a Pakistani license to practice in Pakistan.
Many colleges in Category B or C may be under process of being inspected and accredited by an independent agency or a tier 1 international regulator. Therefore, an institution will be shifted from list B to A once it receives the two-tier verification. The same policy is applicable to institutions in list C, i.e. they need to obtain at least a 1- tier verification in order to be shifted to list B.

Category A
Represents colleges and qualifications offered by these colleges that have been assessed and accredited at two levels, i.e. pursuant to a physical inspection by an independent internationally recognized accreditation agency which is duly recognized by World Federation for Medical Education (WFME) and is further recognized by a tier 1 international regulator Education Commission for Foreign Medical Graduates (ECFMG), International Medical Education Directory (IMED). General Medical Council (GMC). Australian Medical Council (AMC) in addition to recognition by the national regulator enabling graduates to be licensed in the home country.

Category B
Represents colleges and qualifications that are recognized by either by a tier 1 international regulator (ECFMG, GMC, AMC) or pursuant to a physical inspection by one of the independent internationally recognized accreditation agency which is duly recognized by WFME, in addition to recognition by the national regulator enabling graduates to be licensed in the home country; hence, these colleges possess only a single tier verification.

Category C 
Represents colleges and qualifications that possess recognition by the national regulator enabling graduates to be licensed in the home country but do not possess either of the two tiered independent verification by a tier 1 international regulator (ECFMG, GMC, AMC) or pursuant to a physical inspection by one of the independent internationally recognized accreditation agency which is duly recognized by WFME.

Status of Ukrainian Medical Institutions
PMC currently recognizes MBBS Degree of Kharkiv National Medical University and placed it Category A. It has placed 23 Medical Institutions of Ukraine are placed in List B. There is none in List C.
Your institution is currently is in list B. kindly update PMC at their website https://www.pmc.gov.pk/ about the current status of recognition by national and international regulators and if a change in the status of the university is required.
PMC at its website has listed five Licensing Pathways for recognition of degrees issued by foreign medical colleges and universities.

Licensing Pathways 1
Graduate of a foreign college holding a qualification which is recognized by PMC under List A of Colleges.
Holder of a qualification from a foreign college in List B of Colleges AND a Foreign License issued by a foreign regulatory body or country under List I of Countries, as recognized by PMC but have not completed a recognized House Job from a country in List I of Countries.
Graduate of a foreign college having qualified NEB Step III prior to 24th September 2020. Such persons as listed above shall be granted a Provisional License on verification of foreign undergraduate qualification from granting university, and if applicable foreign license from the issuing authority.
Upon completion of House Job in Pakistan, the person shall be required to qualify the NLE (for Foreign Graduates) prior to grant of Full License except persons falling under Item No.3 (NEB qualified prior to 24th September 2020).

Licensing Pathways 2
Holder of a qualification from a foreign college in List A of Colleges. AND a Foreign License issued by a foreign regulatory body or country in List I of Countries AND having completed their House Job in a foreign institution recognized by the regulatory authority of the relevant country.
Such persons as mentioned above shall be exempted from doing House Job in Pakistan and may obtain Full License upon qualifying the NLE (for Foreign Graduates).

Licensing Pathways 3
Persons holding a foreign license issued by a foreign regulatory body or country in List I or List II of Countries AND in addition holds a foreign Post Graduate or Alternative to Post Graduate qualification recognized by the PMC.
Such persons as mentioned above shall be granted a Full License on verification of their Foreign License from the issuing authority and verification of Post Graduate or Alternative qualification from the granting authority.


Licensing Pathways 4
Graduate of a foreign college holding a qualification which is recognized by PMC under List B of Colleges.
Holder of a Foreign License issued by a foreign regulatory body or country in List II of Countries.
Such persons shall be granted a Provisional License upon having; obtained a Foreign License in a country in List II of Countries; and completed a house job in the foreign country.
Upon completion of House Job in Pakistan, the person shall be required to qualify the NLE (for Foreign Graduates) prior to grant of Full License.

Licensing Pathways 5

Graduate of a foreign college or holding a foreign qualification which is not recognized by PMC or is still under process of recognition and is listed in List C of Colleges.
Such persons shall be granted a Provisional License after having;
obtained a Foreign License in a country in List I or II of Countries; and
completed a house job in the foreign country; and having qualified the NLE (for Foreign
Graduates) after completion of steps (i) and (ii) and prior to grant of Provisional License.
On completion of the House Job in Pakistan the person shall be granted a Full License.

ONE TIME Licensing Pathway for Students Who Had Graduated Prior To January 2021 From a Foreign College Contained in List B
Students who had graduated prior to January 2021 from a Foreign College contained in List B of colleges shall be processed for Licensing on the following basis;
Shall be required to show License Eligibility in the country from where they graduated if they have not acquired a license from such country.
Qualify the NLE
On qualification of NLE they shall be granted Provisional License Shall be required to then complete a House job in Pakistan.
On completion of house job they shall be granted a Full License
Provided all persons having graduated from a List B college and who have been granted provisional licenses earlier based on the Green List shall be required to appear in the first NLE and qualify the same to retain the validity of their provisional license. If such person fails to qualify the first NLE, the provisional license shall be suspended till such time as they qualify the NLE.
Further provided any person who falls in the above category and a graduate from their college was granted a provisional license on the basis of the Green List previously, shall be granted a Provisional License to start.
